Contacts: When free user who is part of SN organization uses deep links he can access contacts

Preconditions:

Service Now organization with at least one free user, pmm connected to the portal

STR.

1. Create new PMM server
2. Connect it to the portal
3. Login as free user.
4. Use deep link to: 

   graph/environment-overview 

    

Expected Result:

User cannot see contacts.

Actual Result:

User is able to see contacts.
