User should not be able to restore physical backup for mongo

User impact:
User is able to trigger restore from the physical mongo backup artifact, but it is not implemented. So restore shows as infinite pending

Steps to reproduce:

1. Start PMM Server
2. Setup mongo replica set and add it for monitoring
3. Open Backup management, add s3 location and perform physical backup for mongo
4. Start restore for this artifact

Actual result:

• There is an infinite restore in the Restore history tab 

Expected result:

•  User should not be able to do restore for physical mongo backup
