Cannot remove description from storage location once it is added.

User Impact:

If a user wants to edit the description field by removing previously saved value and leaving it empty then this action has no effect at all and the description is keep storing the "old" value.

Steps to Reproduce:

#1 Create a location 
#2 add some description & save
#3 now try to edit the storage location and remove the description from step 2 so the description field will be empty.

Actual Result:
Description field for locations is keeping the old value.

Expected Result:
Description field should be saved even with "empty" value.
