Alerting: Missing mongodb down template when offline

User impact:

Users cannot select MongoDB down template when pmm server is isolated

Steps to reproduce:

Start PMM and disconnect yourself from the Internet
Open Alerting and go to Percona templated alert create page
Check the dropdown with templates

Actual result:

Expected result:

Same templates should be available offline and online
