[DBaaS] "Recommended" tag for component versions of PXC or PSMDB operators not in sync with versions

User impact:

1. User is unable to understand that which version of the component is recommended.

Steps to reproduce:

• Register a fresh k8s cluster/clusters on DBaas
• Open Actions
• Open Manage Versions
• Select Operator MongoDB or MySQL
• Scroll to recommended versions

Actual result:

"Recommended" tag position on the UI is not in sync with any version of the operators, it is visible between two different versions.

Expected result:

"Recommended" tag should be placed correctly, against the recommended version only.
