DBaaS: Custom resources disabled when editing DB cluster

User impact:

Inconvenient UI

Steps to reproduce:

Go to DBaaS and create a DB cluster (with Resources per Node set to "Custom")
Wait for active status then edit it
Try to edit CPU or memory

Actual result:

Need to switch to another option then back to "Custom" to be able to edit
