Restores from physical backups on local storage fails after first attempt

      2. setup storage location to local
      3. set storage location folder like this: /tmp/local-backups/something (if you have set up the env based on the link above 
      4. Perform Backup & Restore 
      5. If first attempt is successful, try a second attempt to check that it is still successful
      6. Check that logs are correctly sent.

    Description

      User Impact:

      If a user makes a physical backup to local storage, and tries to restore from the same backup, the first attempt is successful but the other attempt fails.

       

      This happens because pbm doesn't automatically sync the local storage, and as a result is unable to find backup artifacts after a restart. This doesn't happen with S3.

       

      Actual Result:
      Restore is broken after 1 successful restore.

      Expected Result:
      The feature should work no matter how many attempts the user will trigger
