QAN FE tips and click through to doc

Cases:

1. QAN service (perfschema, slowlog, profiler, pgstatmonitor, pgstatstatements) is in WAITING state

• Actual result: User dont know what is going on. Some info could be in logs.
• Expected result: User is popped out that something doesnt work with reason and link to our doc

2. QAN with PG 15

• Actual result: User is not aware that he needs more permissions (probably) and how to tune them
• Expected result: User is popped out with problem and link on doc how to tune permissions
