[Grafana] fixed scale for singlestat sparklines #6419

      Let's implement

      The goal is to have Fixed Max (and min if possible ) for a Singlestat panel. 

      And it will help us make a visual difference between different %  in Sing stat. an example :

       

       

      13% and  3% are  the  same  hight 

       

      Value  = "auto"   or not set - will save current  behavior ** 

      NOTE:  we must respect   Option-> Spark Lines -> Full height  Checkbox and apply our "fixed Scale" to  "container" defined by this option. 

       

      Use  case:  

      We have 2  "Single stat panel"  and they have the same settings.  Min and Max for sparkline are 0(min) and 100 (max). 

      Value of the first  Panel is 10, Value of  second is 50 
      Expected result:  on Panel 1 -  sparkline is 5 times smaller than in Panel 2. 

      On Panel 2 - Sparkline filled 50%  of space it  can take  (based on "Full height" checkbox  )
