Allow PMM server configuration capability for automatic disabling of MySQL Table Statistics

Needs additional details:
In discussion I believe we determined we should create a single PMM specific configuration page and we agreed that for now this would be the only configuration option on this page.  

We assume the value for this will be stored in a database somewhere on the PMM server (need to define where..new table, existing table, etc)

How do the overrides work (if the value is changed, is a restart required of client...if not, client poll interval needs to be added or signal from server to clients about the change)

is this a user defined value or drop down of values?  If user defined, need to ensure input validation to numbers only.
