Add go-consistent to all repositories

This task should be done after https://jira.percona.com/browse/PMM-6075 and mostly just copy result of that task to other repositories.

Add https://github.com/quasilyte/go-consistent linter to all repositories where we use golang.

go-consistent should be called by CI and devs should be able to run it locally.
