New dashboards: MongoDB Replica Set Summary and MongoDB Cluster Summary

based on PMM-5856 and PMM-5966 implement new dashboards in PMM 

ADD  descriptions to panels

The goal of the dashboard: Provide information about the structure of the Cluster. Single instance dashboard.  Also provides information about  

Need also provide information about basic MongoDB and Node metrics  (see bottom rows in new MongoDB ReplSet dashboard )

The goal: provide information about single Replica Set for mongoDB. and general information about Instances and nodes it's running on.  (bottom  rows )

1. Dashboards are inside PMM 
2. Both of dashboards mentioned in the documentation and in GitHub repo in readme.md
3. all panels have description, so it's clear what we are looking at
