DBaaS: Simplify Cluster creation by moving Create Cluster button to earlier steps

The problem: for users who need just default cluster and don't need  Advanced options to be selected - they need to go to step 2 anyway because of the Create button 

User case: 

• as a user, I'm trying to create a cluster and need it to be created it easy  and not be loaded with "complex" forms and questions 

Proposed solution:

Move the Create Cluster button our of the  "Step2" so the user is able to create Cluster without specifying Advanced settings.

This will also let the user see errors from Step1 easily.

We need to fork the component and give it a different name.
