Human readable /targets/ to VM

The problem: it's not easy to investigate connection or other problems in "Text Mode"  we have now 

Proposed solution: have Prometeus like UI  for targets page 

Questions:  

• Should it also include targets from VmAgents? 
  • no
• is this part of VM or PMM UI 
  • VM as for now
