DBaaS: Number of Nodes can be set as float

User impact: 

User is able to set nonsense value in Number of Nodes field and gets an error

STR:

Go to DBaaS page
Add K8s cluster and DB cluster
Set Number of Nodes to float number (3.1 for example)
Click Save changes

Only integers should be allowed
