Confusing "Access denied" message for 'Viewer' users on many dashboards

User impact: user can be confused with "Access denied" error
Steps to reproduce:

1. Create user with "viewer" role
2. Login with this user
3. Check QAN page and other dashboards
   Actual result: There is "Access denied" error appears and then disappears in a couple of seconds. Other functionality works ok

Expected result: There is no any errors.
