UI - Table loading

User story:

• As a PMM user, I don't want to see tables collapsing every time I change page or change page size

UI/UX:

Acceptance criteria:

• When changing pages or page size, the table says consistent while waiting for new data to arrive

Suggested implementation:

• Overlay with spinner

How to test:

• Add several alert rules (25+), in order to get more than one page
• When changing table pages, an overlay with a spinner should cover the table. Same goes when jumping from tab to tab on IA
