move exporters to the github actions

Move mysqld_exporter, postgres_exporter, rds_exporter, mongodb_exporter, node_exporter, build and tests from Travis CI to the Github Actions:

• develop and enable github actions
• check that everything works and matches Travis CI
• disable Travis CI for the projects
