UI - PMM Settings. Fix input fields for STT check intervals and Metrics resolution

User Impact:
The issue with input fields on UI

Steps to reproduce:
Go to PMM Settings>>>Advanced Settings>>>STT
Enable STT
Change values for any interval to 0 then to 0.1

Actual result:

1. Input fields are not working correctly - buttons shifted when user clears the field and enters 0, 0.1 values.
2. "Required field" is overlapped with the highlighted input field.

Expected results:
User can input any values starting from 0.1, clear values and no buttons are shifted. No overlappings for "required field"
