Description
User story:
As a PMM user, I need to be told in UI that a new version of the operator supported by the current version of PMM is released so that I can take some actions or decide to update the operator
UI/UX:
tooltip text with version and notification about the new version based on Version service?
Acceptance criteria
- User informed about newer version available for the operator he has installed
- User don't need to update PMM if the new version of the operator released and it's compatible with current PMM version
- User can see the link to the Release notes (or other) page for the Operator version

We should warn user when an old operator is installed. For example show label as red/orange and tell user that new version is available.
If possible we could also show which version is installed.
