Dashboards: Active Time Series Changes on Victoria Metrics dashboard report no data

we have some tests failing because of no data being shown for the Active Time Series Changes report on Victoria Metrics Dashboard. 

STR: 
1) Setup PMM-Server and Client
2) Navigate to Victoria Metrics Dashboard
3) Look for report, Active Time Series Changes

Impact On User: Empty report can create confusion.
