DBaaS: PSMDB clusters with 1.9 operator unstable

STR:

Register minikube
Install psmdb operator v1.9

curl -sSf -m 30 https://raw.githubusercontent.com/percona/percona-server-mongodb-operator/v1.9.0/deploy/bundle.yaml \ | kubectl apply -f -

Create psmdb db cluster
Wait for a while after it's active

Result:

Cluster is switching between active and processing forever, some pods go to CrashLoopBackOff.

Suggested Implementation

Set TTL monitor to 60s which is recommended by example inside the operator repository.
