VM Agent has higher memory usage and CPU usage post upgrading PMM Server to 2.24.0 RC

After Upgrading PMM Server to 2.24.0 RC, we see an odd amount of increase in memory usage for VM Agent on some client nodes.

Impact on User: Higher Memory Usage for VMAgent can cause bad performance for client nodes that are monitoring DB's running on these nodes in push mode. 

More observations: 
A small amount of Memory Usage also increased for a client running in pull mode, although the increase is not 

Steps to recreate:

1) Setup a pgsql/mysql client node running in push/pull mode with pmm-server 2.23.0 and client version 2.23.0

2) Enable testing Repo

3) Upgrade server first, observe the increase in memory usage of VMAgent.
