LP #1714137: Slave_SQL_Running_State: System lock

Newly created slaves continue to fall behind.

I have a cluster running version 5.7.18 with multiple slaves that can't keep up. Newly created slaves just continue to fall further behind.

I created various slaves using different machine configurations and the servers are mostly idle.
