      As noted in the ticket the key format in the vault for binlog encryption has changed after 5.7.20-19 release so this encryption won't work out of the box by just upgrading.

      Relevant part of Robert's comment in that ticket is here:

      Percona Server has a way of dealing with this problem. Restart the server without binlog encryption, issue: SELECT rotate_system_key("percona_binlog");  and restart with binlog encryption turned on. This will cause percona_binlog key rotation. In such case from no version to :1. Although this will generate a new key - binlog encryption will be usable.
