Consistently set up new instances with --initialize for all distributions

      Description

      Hi, when PS is initialized after package installation, the deb package uses --initialize-insecure whereas RPM uses –intialize.  This leads to users of RPM having to do two additional operations that deb users don't do, leaving deb users less secure:

      1. identify the password from the error log: grep password /var/log/mysqld.log
      2. Then execute the following to set a new password and unlock the account: mysql -uroot -p<pass> -e "ALTER USER 'root'@'localhost' IDENTIFIED BY 'NewPass1!'"

      We should unify our builds to consistently use --initialize.
