Correct version matching in RPM spec changelog for PS packages

Hi,

In order to pass RHEL Software certification, we need to correct our RPM spec changelog and maintain in future, as it was mentioned here

Please update the changelogs, build packages and cooperate with Evgeniy to perform needed checks.
