LOCK TABLES FOR BACKUP is not preventing ALTER INSTANCE ROTATE INNODB MASTER KEY

LTFB is not preventing InnoDB key rotation, this can cause PXB to not be able to fetch the key in case it has been rotated after the backup has started.

In the other hand, upstream implementation of LIFB does protect against key rotation.
