rocksdb database does not shrink after compaction

      Description

      Peter Schwaller provided a 15GB database which takes 300GB on disk.
      The database is in this state for a long time so it is assumed the compaction algorithms should have already been executed but had no effect on storage size.
      Also manual compaction was initiated with:

      db.adminCommand({setParameter:1, rocksdbCompact: 1})
      

      without effect.
      Need to find out if this is a bug, or database corruption or "by design" behavior.
