pt-kill and pt-stalk should use persistent connections

      Description

      When we run pt-kill or pt-stalk the tools will create a new connection on each iteration, and when Max_connections is hit on the MySQL side, the next iteration won't work, and because it's common that we want to collect and act (kill) precisely when "Too many connections" error is hit, the tools must be able to remain connected to MySQL to do so.
