Health check is not using tls

Description

Because healthcheck is not using tls, it produce a lot of errors in mongodb logs such as

2020-12-15T13:24:28.636+0000 I NETWORK [conn3001] Error receiving request from client: SSLHandshakeFailed: no SSL certificate provided by peer; connection rejected. Ending connection from 10.131.2.29:49788 (connection id: 3001)
