redo log encryption is not working

Description

Although upstream's MTR tests for redo encryption are passing, the encryption itself is not working. To see this happen turn on the encryption and examine the ib_logfile(0|1). You will see the data in plaintext. Also turning encryption with command line option --innodb-redo-log-encrypt is not working.

There are two problems here. One that primary the redo log encryption is not working and the second one that the --innodb-redo-log-encrypt command line variable is not picked up by the server.  The first problem is fixed by PR associated with this Jira ticket and the second one should be fixed by fix for bug https://perconadev.atlassian.net/browse/PS-5476#icft=PS-5476: Report error when redo log encryption is requested without a keyring (5.7).
