default_table_encryption=ON at bootstrap doesn't encrypt mysql.ibd

    Description

      In 8.0.15, innodb_encrypt_tables=ON at bootstrap (initialize) encrypted mysql.ibd
      8.0.16, innodb_encrypt_tables is removed but default_table_encryption is used.

      Using the new variable at bootstrap doesn't encrypt mysql.ibd
